Microsoft's next Steve: Windows boss faces biggest test

SEATTLE (Reuters) - For Steven Sinofsky, the stern but creative engineering manager who runs Microsoft Corp's flagship Windows division, February 29 is showtime.

On that day, in Barcelona, Sinofsky will preside over the public test release of the Windows 8 operating system, the most important new version of Microsoft's cornerstone product in a decade. Optimized for touch computing and low-power microprocessors, Windows 8 will run on tablets as well as desktops and laptops ? and maybe even on phones in the future.

If it takes off, it could extend one of the most lucrative franchises in business history and restore some cachet to the fading Microsoft brand.

It could also propel Sinofsky to the top job at the company when CEO Steve Ballmer eventually steps down.

Frank Artale, managing director at Seattle-based venture capital firm Ignition, which was founded by a group of former Microsoft executives, said Sinofsky has both "the tech chops" and the "panache and showmanship" needed for the job.

Supporters credit Sinofsky with bringing order to the sometimes-chaotic software development process at Microsoft ? partly by cutting layers of management through what is now referred to internally as "Sinofsky-ization" ? and getting products out the door.

Critics say he lacks the necessary charisma for the top job, and question whether he has the technical brilliance of Gates or the incisive analytical ability and forceful personality of Ballmer.

Most agree, though, that a strong performance for Windows 8 would all but make him the heir apparent.

Microsoft declined to make Sinofsky available for interview.

Big stage
The Mobile World Congress in Barcelona will be the biggest stage yet for Sinofsky, 46, who is largely unknown outside of tech circles.

Born in New York but raised in Florida, where his father ran a sports goods store, Sinofsky joined Microsoft as a software design engineer straight out of graduate school in 1989. He quickly caught the eye of then-chief executive Gates, who took him on as his technical assistant.

It was in that role that Sinofsky, while visiting his alma mater Cornell in early 1994, wrote to Gates to recount how the students and teachers had already come to see email and the Internet as "ubiquitous and expected as regular phone service."

Gates credits Sinofsky, and his contemporary J. Allard ? the force behind the Xbox ? for helping him to see the full extent of the Internet revolution.

Following his stint in Gates' office, Sinofsky was assigned to the Office team, which rivals Windows as the company's most profitable product. He was elevated to vice president in 1998, and after successfully driving the development of Office 2003 and Office 2007, he established a reputation as a "shipper," a high honor at the company which values getting finished products into the market more than anything else.

He was moved over to the Windows unit in 2006, taking charge of it in 2009.

Despite his powerful position, Windows colleagues say Sinofsky ? known by his internal email handle as 'SteveSi' - still takes the time to reply to emails personally and is usually chatty in the hallways, though he may not always be the figure that people want to see coming the other way.

Meetings with Sinofsky can be tough, colleagues say, but he doesn't swear like Gates or scream like Ballmer.

Sinofsky has blogged at length about his management ideas, and even taught a management class at Harvard Business School. Some of his best blogs were used as the basis for a book called 'One Strategy: Organization, Planning, and Decision Making,' published by Wiley in 2010, which he co-authored with a Harvard academic.

Sinofsky stresses balancing what he calls "bottom-up" ideas from coders on the frontline with the "top-down" needs of managers who have to make sure the product matches the strategy.

"It's a bottom-up plan that is built and locked in a systematic way," said a former senior executive, who worked with Sinofsky in the Windows unit. "Everyone gets input on the plan, but once the plan is set, it's set."

Sinofsky is no longer involved in the day-to-day minutiae of coding: "My code was always nice and orderly, but I probably couldn't write enough code fast enough to really be the very best at programming," he wrote in 2005. But he has the knowledge needed to crack the whip on those who are.

"The techs know they can't sandbag him," said one current staffer in the Windows unit.

Sinofsky joined the Windows unit at the tail end of 2006, just after the ill-fated Vista was released to PC manufacturers and being prepared for its full public launch in January 2007. His first job was to develop a more ordered process for the next release. That work came to fruition three years later with Windows 7, which has now sold 525 million copies.

Sinofsky-ization
Sinofsky writes in his blog about cutting the number of managers between him and the lowest rung of the Windows unit to three or four from seven previously.

This streamlining, along with rigorous planning, has become his signature at Microsoft, but has ruffled some feathers at the company because it has reduced the number of general manager positions, where people got to use a wide variety of skills, and focused instead on the core functions of making software: developing, testing and managing specific programs.

But few dispute the results.

"For sure it flattens the organization, it definitely eliminates fiefdoms," said the former Windows executive.

Artale, who led program management in the Windows unit in the 1990s while Sinofsky had the parallel role at the Office unit, added: "Steve is very much a product guy. He lives and breathes the product. He owns it. The product will reflect his personality and his style."

Physically and temperamentally, Sinofsky is almost the opposite of CEO Ballmer.

A trim 5 feet 8 inches, usually sporting a tidy T-shirt and V-neck pullover, the balding Sinofsky steered clear of the limelight at this year's Consumer Electronics Show in Las Vegas, while the burly, effervescent Ballmer boomed his way through a series of press conferences.

Known for his love of roadside Americana, Sinofsky took time out to dine alone at the In-n-Out Burger on the other side of Interstate 15 from Las Vegas Boulevard and the hurly-burly of the show.

A former gym rat and jogger who now prefers yoga for exercise, Sinofsky lives in a condo in the historic center of downtown Seattle, unlike most Microsoft executives who favor large houses in the leafy suburbs east of Lake Washington, an easier drive to Microsoft's Redmond campus.

Public records show he donated $10,000 to the campaign against a state tax on the wealthy in Washington state in 2010, alongside Ballmer who gave $425,000. Gates, though, supported the tax, which had been proposed by his father.

Sinofsky's Microsoft shares are worth about $35 million, according to regulatory filings.

Although not a natural performer, Sinofsky enjoys showing off his product. His perky unveiling of the first test version of Windows 8 last September showed he has a rapport with developers, even getting a laugh out of them by joking that Microsoft updates its 'Task Manager' program "every 15 years or so." But he isn't to everybody's taste.

"I don't think people care for his presentation style. He's one of those super-intelligent types that come off as a little dry," said Ryan Lowdermilk, who hosts a popular podcast for apps builders and attended the unveiling of Windows 8 to developers last year. "But developers respect people who ship product. That's what people like about him the most."

One-to-one, he is all business. Several reporters have received an icy, wordless glare when they ask a tough question.

Mini-Microsoft, the anonymous insider whose blog is a locus of informed criticism of the company, has called him "Spock-meets-Spartan."

Next CEO?
In his 13th year as CEO, Ballmer has presided over huge growth in sales and profit, but he's had his critics from the day he started the job. Despite hitting four-year highs last week, the stock is still at the same level it was a decade ago, and Microsoft's market value is only just over half of Apple's.

The criticism reached a peak last May, when outspoken hedge fund manager David Einhorn - whose Greenlight Capital owned only about 0.1 percent of Microsoft shares at the time - said the company had a strong future but it was time for Ballmer to step down and "give someone else a chance."

Contacted on Monday, Einhorn declined to add to those remarks or to comment on Sinofsky.

A successful Windows 8 could help silence the critics. It would also give a big boost to Sinofsky.

Not everyone thinks he's is the right man for the job.

"Bill Gates had the most amazing mind I've ever encountered. You could show him a PowerPoint slide and he would ask why it was different from the one you showed him three years ago," said another former Microsoft executive. "Steve Ballmer is the most intuitively mathematical person I've ever worked with. Steve (Sinofsky) is neither of those things."

But unless Microsoft goes outside of the company for its next leader, which would be a surprise, Sinofsky dominates the field. Some feel the company should recognize that publicly, and be more clear about its succession planning.

"Sinofsky is an executor, he can deliver," said one large institutional shareholder. "They (Microsoft) should be able to provide more transparency to the depth of bench ? to demystify the inner circle of management. In the absence of providing that, you get non-productive chatter. It would serve them well to nip that in the bud."

The archaeological examination by robotic camera of an intact first century tomb in Jerusalem has revealed a set of limestone Jewish ossuaries or "bone boxes" that are engraved with a rare Greek inscription and a unique iconographic image that the scholars involved identify as distinctly Christian.

The four-line Greek inscription on one ossuary refers to God "raising up" someone and a carved image found on an adjacent ossuary shows what appears to be a large fish with a human stick figure in its mouth, interpreted by the excavation team to be an image evoking the biblical story of Jonah.

In the earliest gospel materials the "sign of Jonah," as mentioned by Jesus, has been interpreted as a symbol of his resurrection. Jonah images in later "early" Christian art, such as images found in the Roman catacombs, are the most common motif found on tombs as a symbol of Christian resurrection hope. In contrast, the story of Jonah is not depicted in any first century Jewish art and iconographic images on ossuaries are extremely rare, given the prohibition within Judaism of making images of people or animals.

The tomb in question is dated prior to 70 CE, when ossuary use in Jerusalem ceased due to the Roman destruction of the city. Accordingly, if the markings are Christian as the scholars involved believe, the engravings represent by several centuries - the earliest archaeological record of Christians ever found. The engravings were most likely made by some of Jesus' earliest followers, within decades of his death. Together, the inscription and the Jonah image testify to early Christian faith in resurrection. The tomb record thus predates the writing of the gospels.

The findings will be detailed in a preliminary report by James D. Tabor, professor and chair of religious studies at the University of North Carolina at Charlotte, to be published online in www.bibleinterp.com on February 28, 2012.

"If anyone had claimed to find either a statement about resurrection or a Jonah image in a Jewish tomb of this period I would have said impossible -- until now," Tabor said. "Our team was in a kind of ecstatic disbelief, but the evidence was clearly before our eyes, causing us to revise our prior assumptions."

The publication of the academic article is concurrent with the publication of a book by Simon & Schuster entitled "The Jesus Discovery: The New Archaeological Find That Reveals the Birth of Christianity." The book is co-authored by Professor James Tabor and filmmaker/professor Simcha Jacobovici. A documentary on the discovery will be aired by the Discovery Channel in spring 2012.

The findings and their interpretation are likely to be controversial, since most scholars are skeptical of any Christian archaeological remains from so early a period. Adding to the controversy is the tomb's close proximity to a second tomb, discovered in 1980. This tomb, dubbed by some "The Jesus Family Tomb," contained inscribed ossuaries that some scholars associate with Jesus and his family, including one that reads "Jesus, son of Joseph."

"Context is everything in archaeology," Tabor pointed out. "These two tombs, less than 200 feet apart, were part of an ancient estate, likely related to a rich family of the time. We chose to investigate this tomb because of its proximity to the so-called 'Jesus tomb,' not knowing if it would yield anything unusual."

The tomb containing the new discoveries is a modest sized, carefully carved rock cut cave tomb typical of Jerusalem in the period from 20 BCE until 70 CE.

The tomb was exposed in 1981 by builders and is currently several meters under the basement level of a modern condominium building in East Talpiot, a neighborhood of Jerusalem less than two miles south of the Old City. Archaeologists entered the tomb at the time, were able to briefly examine it and its ossuaries, take preliminary photographs, and remove one pot and an ossuary, before they were forced to leave by Orthodox religious groups who oppose excavation of Jewish tombs.

The ossuary taken, that of a child, is now in the Israel State Collection. It is decorated but has no inscriptions. The archaeologists mention "two Greek names" but did not notice either the newly discovered Greek inscription or the Jonah image before they were forced to leave. The tomb was re-sealed and buried beneath the condominium complex on what is now Don Gruner Street in East Talpiot.

The adjacent "Jesus tomb," was uncovered by the same construction company in 1980, just one year earlier. It was thoroughly excavated and its contents removed by the Israel Antiquities Authority. This tomb's controversial ossuaries with their unusual cluster of names (that some have associated with Jesus and his family) are now part of the Israel State Collection and have been on display in various venues, including the Israel Museum. These ossuaries will be in an exhibit running from late February through April 15 at Discovery Times Square.

In 2009 and 2010, Tabor and Rami Arav, professor of archaeology at the University of Nebraska at Omaha, working together with Jacobovici, obtained a license to excavate the current tomb from the Israel Antiquities Authority under the academic sponsorship of the University of North Carolina at Charlotte. Because of its physical location under a modern building (making direct access nearly impossible), along with the threat of Orthodox Jewish groups that would protest any such excavation, Tabor's team determined to employ a minimally invasive procedure in examining the tomb.

Funding for the excavation was provided by the Discovery Channel/Vision Television/Associated Producers. Jacobovici's team at the Toronto based Associated Producers developed a sophisticated robotic arm to carry high definition cameras, donated by General Electric. The robotic arm and a second "snake camera" were inserted through two drill holes in the basement floor of the building above the tomb. The probe was successful and the team was able to reach all the ossuaries and photograph them on all sides, thus revealing the new inscriptions.

Beyond the possible Christian connection, Tabor noted that the tomb's assemblage of ossuaries stands out as clearly extraordinary in the context of other previously explored tombs in Jerusalem.

"Everything in this tomb seems unusual when contrasted with what one normally finds inscribed on ossuaries in Jewish tombs of this period," Tabor said. "Of the seven ossuaries remaining in the tomb, four of them have unusual features."

There are engravings on five of the seven ossuaries: an enigmatic symbol on ossuary 2 (possibly reading Yod Heh Vav Heh or "Yahweh" in stylized letters that can be read as Greek or Hebrew, though the team is uncertain); an inscription reading "MARA" in Greek letters (which Tabor translates as the feminine form of "lord" or "master" in Aramaic) on ossuary 3; an indecipherable word in Greek letters on ossuary 4 (possibly a name beginning with "JO"); the remarkable four-line Greek inscription on ossuary 5; and finally, and most importantly, a series of images on ossuary 6, including the large image of a fish with a figure seeming to come out of its mouth.

Among the approximately 2000 ossuaries that have been recovered by the Israel Antiquities Authority, only 650 have any inscriptions on them, and none have inscriptions comparable to those on ossuaries 5 and 6.

Less than a dozen ossuaries from the period have epitaphs but, according to Tabor, these inscribed messages usually have to do with warnings not to disturb the bones of the dead. In contrast, the four-line Greek inscription contains some kind of statement of resurrection faith.

Tabor noted that the epitaph's complete and final translation is uncertain. The first three lines are clear, but the last line, consisting of three Greek letters, is less sure, yielding several possible translations: "O Divine Jehovah, raise up, raise up," or "The Divine Jehovah raises up to the Holy Place," or "The Divine Jehovah raises up from [the dead]."

"This inscription has something to do with resurrection of the dead, either of the deceased in the ossuary, or perhaps, given the Jonah image nearby, an expression of faith in Jesus' resurrection," Tabor said.

The ossuary with the image that Tabor and his team understand to be representing Jonah also has other interesting engravings. These also may be connected to resurrection, Tabor notes. On one side is the tail of a fish disappearing off the edge of the box, as if it is diving into the water. There are small fish images around its border on the front facing, and on the other side is the image of a cross-like gate or entrancewhich Tabor interprets as the notion of entering the "bars" of death, which are mentioned in the Jonah story in the Bible.

"This Jonah ossuary is most fascinating," Tabor remarked. "It seems to represent a pictorial story with the fish diving under the water on one end, the bars or gates of death, the bones inside, and the image of the great fish spitting out a man representing, based on the words of Jesus, the 'sign of Jonah' the 'sign' that he would escape the bonds of death."

5.9 earthquake strikes southern Taiwan

A 5.9-magnitude earthquake struck southern Taiwan on Sunday morning, the U.S. Geological Survey said. There were reports of minor property damage but no?immediate reports of?injuries, The Associated Press said.

The quake was centered in a mountainous area?about 19 miles from the coastal city of Pingtung, at a depth of 13.9 miles.


Taiwan's Central Weather Bureau said the quake struck at 10:35 a.m. (6:35 p.m. ET) Sunday and put the magnitude at 6.1. Taiwan television showed pictures of minor damage in the Pingtung area.

TV reports said high-speed rail service had been temporarily suspended out of the southern city of Kaohsiung, north of Pingtung.

Earthquakes frequently rattle Taiwan, but most are minor and cause little or no damage. However, a magnitude-7.6 earthquake in central Taiwan in 1999 killed more than 2,300 people.

Sea turtle may become California's official marine reptile

California has a state bird, a state flower and even a state fossil ? the saber-toothed cat. Joining the bunch could be an official state marine reptile.

The leatherback, the world's largest sea turtle, would claim an entry in the law books right below ? and not to be confused with ? its relative the desert tortoise, a landlubber that has held the title of state reptile since 1972.

The symbolic measure, intended to raise awareness about the imperiled creatures, comes as the federal government is setting aside 41,000 square miles of the coasts of California, Oregon and Washington as critical habitat for leatherback turtles, which can weigh in at 2,000 pounds and measure 8 feet long.

Their numbers have dropped by more than 95% since the 1980s because of disease, the harvest of their eggs and entanglement in fishing gear. Leatherback turtles have been on the endangered species list since 1970.

Fong said the designation is part of a "coordinated worldwide conservation effort" to save the sea turtles from extinction. The designation, he said, "will demonstrate California's commitment to protecting leatherback sea turtles and our ocean's ecosystem."

Leatherback turtles have been around for 100 million years and make the longest known migration of any reptile, swimming thousands of miles across the Pacific Ocean each year from nesting beaches in Indonesia, Mexico and Costa Rica to the U.S. West Coast, where they feed on jellyfish.

The bill would also declare Oct. 15 Western Pacific Leatherback Sea Turtle Conservation Day and encourage the state's public schools to teach about the turtles.

(AP) ? Congress swiftly approved legislation Friday renewing a payroll tax cut for 160 million American workers and jobless benefits for millions more, backing the main items on President Barack Obama's jobs agenda in a rare burst of Washington bipartisanship.

The Senate approved the $143 billion measure on a 60-36 vote minutes after the House approved it by a sweeping 293-132 vote. Obama is expected to sign it shortly after returning from a West Coast fundraising swing.

On Friday in an appearance at a Boeing factory in Everett, Wash., Obama gave lawmakers a verbal fist bump.

"It is amazing what happens when Congress focuses on doing the right thing instead of just playing politics," Obama said. "This was a good example, and Congress should take pride in it."

In fact, Obama's jobs agenda had politics woven into it, including campaign-style rallies and news coverage that ? along with the GOP presidential primary ? have coincided with a boost in his poll numbers.

Under the bill, workers would continue to receive a 2 percentage point increase in their paychecks, and people out of work for more than six months would keep jobless benefits averaging about $300 a week, steps that Obama says will help support a fragile recovery from the worst economic downturn since the Great Depression.

It would also head off a steep cut in reimbursements for physicians who treat Medicare patients.

The tax cuts, jobless coverage and higher doctors' payments would all continue through 2012.

Passage of the legislation hands Obama a victory over objections from many Republicans who oppose it but were eager to wipe the issue from the election-year agenda.

It also clears away a political headache for House Republicans, who blocked a two-month extension of the tax cut and jobless coverage in late December, only to retreat quickly under a buzz saw of opposition from conservative and GOP leaders from around the country.

With that history, Republicans seemed ready to get the fight behind them and change the subject for the rest of this election year.

"We're dumb, but we're not stupid," McCain told reporters after he voted. "We did not want to repeat the debacle of last December. It's not that complicated."

"I think everyone learned a lot from the end-of-the-year stuff," said Senate Majority Leader Harry Reid, D-Nev. "Everything doesn't have to be a fight." Republicans, Reid added, have "opposed virtually everything we've tried to do."

"I think they came to the conclusion that that hasn't worked out very well," Reid said.

Opposition was stronger in the Senate, where Republicans voted against the measure by a 2-1 margin. Five Democrats and Sen. Bernie Sanders, I-Vt., opposed the measure, while 14 Republicans, including Minority Leader Mitch McConnell of Kentucky, backed it.

In the House, however, a solid majority of Republicans backed the measure despite reservations about its $89 billion impact on the budget deficit over the coming decade.

And Republicans said the final deal, significantly changed from a tea party-backed measure that passed in December, was the best Republicans could get.

"We don't control Washington. Democrats still control Washington ? they control the Senate, and they control the White House," said Rep. Dave Camp, R-Mich., the top House negotiator on the measure. "A divided government must still govern." Camp cited stricter job search requirements for people receiving unemployment benefits and other reforms to the program as wins for conservatives.

But many GOP lawmakers were upset that the measure would add to the federal deficit and doubted that it would do much to boost the economy. Another concern was that it cuts a payroll tax that's dedicated to paying Social Security benefits. Deficit spending would make up for the lost revenue, but some lawmakers fear it would chip away at Washington's commitment to the program.

"I cannot and I will not support legislation that extends the payroll tax holiday without paying for it," said Rep. Phil Gingrey, R-Ga. "This will add $100 billion to the deficit and it will create an even greater shortfall within the Social Security trust fund that already has over $100 billion shortfall just in the last two years."

And the No. 2 Democrat in the House, Steny Hoyer of Maryland, excoriated the measure for cutting the retirement benefits of new federal hires.

"The only individuals paying for this bill out of 315 million Americans are the two million civilian workers who work for us, who work for all of us, day after day, week after week, month after month," Hoyer said.

Extending the 2 percentage point cut in the 6.2 percent Social Security payroll tax would save around $80 monthly for someone earning $50,000 a year and give a maximum cut of $2,200 to high-end earners.

The reduction in the Social Security payroll tax, which is deducted from workers' paychecks, would cost $93 billion through 2022. In a sudden concession this week that made bipartisan agreement possible, House Republicans dropped their demand that the tax cut be paid for with spending reductions.

In a GOP win, coverage for the long-term unemployed would be cut from the current maximum of 99 weeks to a ceiling of 73 weeks by this fall in states with the worst job markets, with most topping out at 63 weeks.

Of the $30 billion cost of the extended unemployment benefits, half would be paid for by government sales of parts of the nation's broadcast airwaves, half by requiring federal workers hired after this year to contribute an additional 2.3 percent of their pay for their pensions, up from the current 0.8 percent.

That increase also would apply to members of Congress, but only to those who begin service as of next January ? exempting every current lawmaker.

The bill also would prevent a 27 percent cut in federal payments to doctors who treat Medicare patients, a reduction that threatened to make it harder for seniors to find physicians.

That would cost about $18 billion. It would be paid for by trimming Medicare reimbursements to health care providers to cover unpaid medical bills, cutting payments to hospitals that treat large numbers of poor patients and cutting a fund created in Obama's health care overhaul for preventing diseases caused by smoking and obesity.

A House-approved measure letting states test unemployment benefit applicants for drug testing was pared back, permitting the tests only for people who lost their jobs due to drug use or whose new jobs would require such tests.

Those seeking unemployment coverage would have to show they are actively seeking work, but another GOP-backed provision forcing them to pursue high school equivalency diplomas was abandoned.
